Our Management Staff represents the core of the ARMDS service team. These individuals have many years of practical experience in all aspects of the health care finance industry. In addition to these experts, the team consists of highly qualified office personnel, full time field representatives, and professional information systems programmers and technicians. Robert Pagnotta, Chairman
Bob has over thirty years of experience in the Hospital Information Systems industry, and has founded several leading companies. He is Co-founder and Partner of HIS Professionals, Co-founder and Vice President of Medical Data Systems and President of Tymshare Medical Systems. During the past eleven years, Bob has been an independent consultant to hospitals in the Mid-Atlantic region with assignments that have included the development of long-range data processing plans, vendor evaluation and selection, contract negotiations, installations management, business office reorganizations and receivables management.Kenneth Reiher, President
Ken’s career began in 1971, and has included over twenty-five years of senior management experience with major hospitals, vendors, and consulting firms. His specialties are hospital information systems management, systems installation, sales and marketing support, hospital financial management, business office operations, and HIS consulting. He was a former Director of Information Systems at the Hospital Center at Orange prior to becoming the President of ARMDS.Rita M. Romeu, Ph.D., FHFMA, Vice President
Rita’s unparalleled experience in health policy, and specifically healthcare in New Jersey, brings numerous benefits to ARMDS clients. She joined ARMDS after working for several years in the New Jersey State Department of Health. While at the Department, Rita served as Director of the Health Care for the Uninsured Program that administered the Uncompensated Care Trust Fund and Charity Care Program. Prior to that, Rita spent five years at Thomas Jefferson Medical College in Philadelphia as policy analyst for the Center for Research in Medical Education and Health Policy. She obtained her MBA in Health Administration from Temple University, her Ph.D. in Education from the University of Pennsylvania and is a Fellow in the Healthcare Financial Management Association.Michael D. Mike has more than thirty years experience in the healthcare field in a wide variety of organizations, including not-for-profit, for-profit, and government. Mike came to ARMDS from a consulting group in New Jersey where he served as a high level administrator in the Strategic Planning group. Previously he spent eight years with the New Jersey Department of Health, most notably working in the Charity Care Program as Assistant Manager, and then as Statewide Audit Manager. Mike received an M.S.P.H. in Health Policy and Administration from the University of North Carolina. His broad experience in the healthcare field provides a valuable resource to our clients.Maria Facciponti, FHFMA, Director
Maria brings extensive hospital operations and receivables management experience to ARMDS. Formerly, Maria was Manager of Financial Services and Admitting at Bayonne Hospital and Patient Accounts Manager at Clara Maass Medical Center. Prior to these positions, she was a Supervisor of Financial Counseling at St. Mary’s Hospital in Passaic. Maria is a graduate of Caldwell College with a BS degree in Business Administration. She is currently pursuing an MBA from New York University and is a Fellow in the Healthcare Financial Management Association.Jaime Castillo,FHFMA,V.P., N.Y. Operations
Jaime D. Castillo is President of Physician Billing Assistance, Inc. and Vice President of ARMDS’ New York Operations. Mr. Castillo has a distinguished career as a health care professional. Jaime was most recently the Director of Patient Accounts at Saint Vincent’s Hospital and Medical Center of New York. He has previously held similar positions at South Nassau Communities Hospital, The New York Methodist Hospital and Kings Highway Hospital. Mr. Castillo has been a member of the New York State Universal Data Set Specification Task Force, and Advisory Panel member for the New York State Superintendent of Insurance, a member of WEDI and a member of the Medicare Liaison Committee. A member of the New York chapter of the Healthcare Financia lManagement Association since 1977 served as its President from 1998 until 1999. Mr. Castillo received his B.A. Degree in Economics from Eisenhower College.Paul Cheng Jr., FHFMA, Senior Consultant
Paul has over thirty years of healthcare financial experience in both hospitals and managed care. He has held senior management positions as Executive Director of an HMO, Chief Financial Officer, Director of Patient Financial Services, and Finance Administrator of Housestaff. A Fellow of the HFMA, Paul also holds certifications as CMPA, CHFP, and CMCP. Mr. Cheng also sits on an advisory capacity for several State and Federal regulatory agencies and is a member of several Boards of Trustees for Not-for-Profit organizations. Paul has also testified before Congress on issues relating to HIPAA. A member of the Metropolitan NY Chapter of the HFMA, he served as Chapter President and was a member of the HFMA National Board of Directors. Paul is a graduate of the University of Hartford, St John’s University and Long Island University (CW Post Campus) and is also an adjunct professor.
